RTOs face many tasks after registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation is typically the most daunting.
Although we have published several articles on validation, let’s revisit the term. ASQA describes validation as a quality review of the assessment process.
Validation involves verifying which areas of an RTO's assessment process are correct and highlighting where improvements are needed. Understanding its key components makes the task less intimidating.
Clause 1.8 of the 2015 SRTOs indicates that RTOs need to ensure their assessment systems, including RPL, are compliant with training package requirements and conducted in accordance with the Principles of Assessment and Rules of Evidence.
According to the standards, two types of validation are necessary.
The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.
The next validation ensures that assessments are conducted per the principles of assessment and rules of evidence.
Thus, we understand that validation is done before and after the assessment. This article highlights the first type: assessment tool validation.

As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.
In contrast, post-assessment validation focuses on the implementation, requiring Registered Training Organisations to conduct assessments according to the Principles of Assessment and Rules of Evidence.
Our focus in this article will be on assessment tool validation.
Procedure for Assessment Tool Validation
With a grasp of the two validation types, let’s focus on assessment tool validation.
When Assessment Tool Validation Should Be Done
Assessment tool validation aims to verify that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.
Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.
You don’t need to wait until your next 5-year validation schedule. Immediately validate new resources to ensure they’re ready for student use.
However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- updating your resources
- add new training products on scope
- reviewing your course against training product updates
- you identify your learning resources as a risk during your risk assessment
The Australian Skills Quality Authority's risk-based approach to regulation means RTOs must conduct regular risk assessments. Complaints from students about learning resources signal the need for assessment tool validation.
Which Training Products Should You Validate?
Do not forget, this validation ensures compliance of all learning resources before they are used. All RTOs must validate resources for each unit.
Resources Needed to Start Assessment Tool Validation
Course Materials
Given that you are conducting assessment tool validation, you will need the full array of your learning resources:
Mapping tool – the first document to review. It indicates which assessment items meet unit requirements, aiding in faster validation.
Learner/student workbook – ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.
Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item are present. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – might include checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they fit the assessment task and address unit requirements.
Panel for Validation
Clause 1.11 outlines the criteria for validation panel members, specifying that validation can be done by one or more people. RTOs typically require all trainers and assessors to participate, occasionally inviting industry experts.
Together, your validation panel should possess:
Vocational competencies and industry skills pertinent to the unit being validated
Current knowledge and skills in vocational teaching and learning
Either of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or an equivalent successor

Fundamental Principles of Assessment
Fairness – Are equal opportunities and access ensured in the assessment process?
Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?
Validity – Does the assessment measure what it is supposed to measure? Is it a valid tool for evaluating the required skill or knowledge?
Reliability – Will the assessment yield the same results every time, no matter who conducts the training? Will different assessors make the same decision on skill competence?
Fundamental Rules of Evidence
Validity – Does the evidence show the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence adequate to ensure the learner has the required skills and knowledge?
Authenticity – Does the assessment tool prove that the work is the candidate’s own?
Currency – Are the assessment tools updated to reflect current units of competency and industry practices?

Live Up to Your Words
Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For website instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:
Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:
change nappies
bottle preparation, feeding infants from bottles, and cleaning equipment
prepare solid foods and feed babies

Having students describe the nappy-changing process for babies under 12 months doesn’t fulfill the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Plurals Matter!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Entire or Not Competent
Observe the lists. As mentioned above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What details can be included in a work package?
Possible answers include:
Required materials
Associated expenses
Time frame for activities
Assigned duties and responsibilities
If an assessment item demands multiple answers, specify how many answers a student must provide. This ensures your assessment is reliable, and the evidence gathered is valid.
The same is true for assessment items with double-barrelled questions or those asking for multiple answers at once. Such questions can confuse both students and assessors, as demonstrated in the sample question below:
Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.
Answers might include, but are not limited to:
Weather conditions – work area isolation, engineering controls, PPE
Work area and ground conditions – eliminating hazards, isolation, use of engineering controls

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.
